Do you need years of a different language to be accepted in a University?

I have been in I.E.P my 4 years of high school not in middle school or elementary. I'm not mentally retarded or anything, the only thing that I am bad at is math but I'm very well at reading, writing and I do get good grades. I have asked if I can do computer or a lanuage next year in school but they have always told me no cause of my I.E.P. Will I still be accepted to a University or anything if I never have done a language, computer, and has been I.E.P.? I wanna go to NYU or Yale. I know those are very big colleges.. I have always dreamed of going to one of those schools
