Is this normal for eyes?

The "color" is your iris, a muscle. Like any other muscle it flexes and relaxes. When your pupil dilates, or gets smaller, the muscle folds up like an accordion. Depending on how large or small you pupil is the color will change. It's not that the pigment or color itself is changing, it's simply how much of it you see.
