How come whenever i battle someone and i beat their pokemon it doesn't give me the option to change pokemon?

im in fire red and after i beat some one that has more than one pokemon it doesnt say something like Bruno is going to use Onyx would you like to switch pokemon? and then it gives me the option to say yes or no
